  1. Why has Mosul not been completely encircled? By their own admission the various forces there – Pishmerga Kurds, Shia, Sunni and Christian militias, Iraqi armed forces and Anglo American forces – have not completed the surrounding and complete blockade of the city. This also occurred in the seige of Raqqa, so that the majority of ISIS forces were able to flee. Is this strategem so that ISIS are allowed to melt away, lessening attrition and losses among the beseiging forces? A better idea would be to let ISIS leave Mosul and exterminate them from the air.
